The Babbai Itandudo Dasig Anak-ling-et para ti Naruay a Gimong (BIDANG), the provincial chapter of Innabuyog-Gabriela calls for the immediate pull out of the 24th Infantry Battalion of the Philippine Army (IBPA) in Sallapadan, Abra. The on-going military operation of the 24th IBPA clearly undermines the unilateral declaration of ceasefire by President Rodrigo Duterte and the formal peace talks between the Government of the Philippines (GRP) and the National Democratic Front of the Philippines (NDFP).

Estella Lomioan, Chairperson of BIDANG-Innabuyog and the community of Bazar, Sallapadan, Abra reported that elements under the 24th IBPA led by LTC Thomas Dominic Baluga arrived at Bazar in the early morning of September 27, 2016 in their full battle gear and conducted patrol operations in the said barangay.

Bidang calls for the immediate pullout of 24th IBPA and return to their barracks as there is no need for them to stay in their communities. The military encampment of the 24th IBPA in Sallapadan is a violation to International Humanitarian Law and the Comprehensive Agreement on the Respect of Human Rights and International Humanitarian Law (CARHRIHL). The military operation and encampment of the 24th IBPA in Sallapadan is affecting the lives of the people.

Lastly, Bidang expresses their strong support for the peace talks and that the root causes of the armed conflict may be resovled. ***
